How do I restart my mac in Safe Mode(with Extensions off)? When would I use it?

When you are unable to restart your Macintosh after you have installed a piece of software restarting in Safe Mode may allow you to address  the problem.
 
1) Turn your system completely off.
2) Start the system and hold down the Shift key after(not before) you hear the start up tone.
3) Once the gray apple appears release the Shift key.

Starting in Safe Mode can be a lengthy process. Your entire directory structure  is being scanned for problems. A sample of functions you will not be able to access are listed below.
 
  • access the Internet
  • use the DVD player
  • access wireless
  • access non Apple extensions or fonts
