Default Tag never Block - Tag mail that has 6 or more stars(*) and block mail that has 999 or more stars. Mail will normally never get to 999 points so it will likely not ever direct mail to the spam folder. But any message above 6 stars gets tagged with the X-Spam-Status header.
Never Tag and Never Block - Never label an email as spam and send all email directly to the INBOX
